As global electricity markets move toward liberalization and energy transition accelerates, HDRE continues to deepen its presence in Taiwan while expanding across the Asia-Pacific region, working with global partners to create long-term shared value. Upholding integrity and transparency, consistently disclosing ESG performance indicators, and reinforcing internal governance and risk management mechanisms.

Innovative Research & Development Management
Key Focus Areas: Platform Development and Innovative R&D
- Implement ISO 50001 energy management system by Q4 2025 and obtain BSI certification.
- Fully adopt self-generated and Taipower-procured green electricity in 2025, increasing the Taipei headquarters’ green electricity usage to over 90%.
- Implemented an Energy Management System (EMS) and scientific auditing tools to ensure transparent, real-time energy data across all offices and project sites.
- Implemented ISO 14064-1 greenhouse gas (GHG) emissions accounting and successfully completed third-party verification.
Public Policy and Advocacy
Key Focus Areas: Industry Association Participation and Sector Engagement
- Engage more actively in industry associations, strengthen communication with government agencies and policymakers, and contribute to the refinement and implementation of sector-related policies.
- Leverage insights from international markets to anticipate domestic needs, enhance system development, and strengthen overall global competitiveness.
- Participated in 22 industry associations spanning renewable energy, electricity retail, electric vehicles, semiconductors, and related sectors.
- Took part in major industry events, including the 2021–2025 Energy Taiwan, the 2024 Shalun Green Energy International Forum & Exhibition, and the 2024–2025 Taiwan Smart Mobility Expo.
Integrity and Regulatory Compliance
Key Focus Areas: Ethical Business Practices and Regulatory Compliance
- Ensure full implementation of ethical business policies and proactively comply with all applicable regulations to strengthen trust with regulators and investors.
- Maintain a strong corporate reputation and continue fostering investor confidence.
- Reinforced the corporate ethical business policy through internal training, strengthening employees’ awareness of anti-corruption practices and regulatory compliance.
- Established formal reporting channels, including a dedicated whistleblowing mailbox and hotline, with safeguards to protect whistleblowers’ identities and ensure that any misconduct can be promptly investigated and addressed.
Greenhouse Gas Management

- Build on a scalable and sustainable business model by allocating greater resources to technology R&D and innovation.
- Continue advancing applied research, supporting proof-of-concept initiatives and fundamental research, with the goal of becoming a globally recognized smart power company.
- In response to the needs of Star Trade, developed two cloud based platforms, Star Wise and Star Hub, to support customer contract management and green power matching.
- In response to the needs of StarCharger, developed a LINE Official Account marketing module to strengthen engagement between EV owners and the StarCharger platform.
Occupational Safety and Health
Key Focus Areas: Safety Management | System Certification | Health Promotion
- Expand the scope of ISO 45001 certification and support subsidiaries in implementing the management system.
- Increase first-aid training and install additional AED devices to strengthen overall emergency response capabilities.
- Achieved 745,773 injury-free work hours and obtained the official zero-accident certification.
- Implemented ISO 14001, ISO 45001, and ISO 9001 management systems, expanding certification coverage to solar and energy-storage project sites.
- Provided employee health-check subsidies, with 309 employees completing the program across the Group—an increase of 20% from the previous year.
Talent Acquisition and Retention
Key Focus Areas: Recruitment | Retention | Employee Care and Benefits
- Increase cross-disciplinary project talent and strengthen the development of future leaders.
- Provide compensation and rewards that exceed industry standards to foster a positive and motivating work environment.
- In 2024, the total number of employees increased to 385, with 148 new hires. The turnover rate improved significantly, declining from 27.76% to 14.81%.
- Established industry–academia partnerships with NPUST and NPUST to cultivate practical talent, resulting in four students securing internship opportunities and two receiving full-time offers.
- Held 50 employee massage sessions in 2024, with a total of 550 participant engagements.
Product Quality and Responsibility
Key Focus Areas: Quality Management | Supply Chain Management | International Certifications
- Expand the scope of ISO 9001 certification and support subsidiaries in obtaining accreditation.
- Assist, guide, and require contractors to comply with relevant ISO certification standards.
- Continuously adjust practices to meet domestic regulatory requirements while proactively aligning with international initiatives.
- Implemented the ISO 9001 Quality Management System and obtained third-party certification.
- Conducted on-site reviews of contractors’ Construction Safety and Quality Management Plans.
- Received the TÜV NORD AAA highest-level certification.
Local Community Engagement
Key Focus Areas: Environmental Education | Cultural Promotion | Community Participation
- Collaborate with local communities to develop site-linked tourism packages that support regional economic growth and strengthen community engagement.
- Engage young farmers, production and marketing groups, cooperatives, and agricultural enterprises across different counties to advance models that integrate agriculture with solar development.
- Hosted university and elementary school faculty and students for site visits to the Qigu “Aquaculture Co-generation Project.”
- Collaborated with the Beautiful Taiwan 3D Association to promote cultural and energy education, delivering nearly 60 campus outreach sessions and reaching more than 5,000 students, raising environmental and climate-change awareness among children in rural areas.
- Participated in the Qigu Community Neighborhood Watch program.
Social Welfare and Community Involvement
Key Focus Areas: Philanthropic Engagement | Support for Vulnerable Groups | Education Support
- Integrate solar facility installations into school campuses to promote energy education, and continue organizing site visits to increase public understanding of the company’s sustainability vision.
- Expand social impact by encouraging employee volunteer participation and strengthening overall corporate social responsibility awareness.
- Invested nearly NT$18 million in 2024 in social welfare and sustainability-related initiatives.
- Donated over NT$10 million cumulatively to the Beautiful Taiwan 3D Association to support rural touring programs.
- Provided annual support to Guangming Temple’s winter relief initiative, donating supplies and financial assistance to underserved families, with total contributions reaching NT$1.5 million.
Biodiversity
Key Focus Areas: Environmental Assessment | Ecological Conservation
- Invest in marine and terrestrial habitat conservation programs and expand native aquatic species restoration in aquaculture areas.
- Advance ecological enhancement projects based on biodiversity survey findings, collaborating with agricultural and ecological experts to enrich local insect and plant diversity. In 2025, initiate a biodiversity project in Hualien in partnership with Guppy Digital Technology.
- Supported the Green Public Welfare Foundation’s reforestation program, investing NT$1.5 million to plant 1,500 native trees between 2023 and 2024.
- Adopted the TNFD (Taskforce on Nature-related Financial Disclosures) framework, integrating biodiversity-related risks into ESG management indicators.
- Achieved a 100% environmental impact assessment (EIA) approval rate across all project sites, with regular reviews of ecological monitoring reports and 100% compliance in soil quality testing.
