Training Strategy Framework

To continuously enhance the technical expertise and professional capabilities of personnel at all levels, HDRE has established an Education and Training Management Policy to ensure work quality meets environmental, occupational health and safety, and energy management requirements, while maintaining organizational competitiveness. This approach focuses on cultivating diverse talent, encouraging continuous self-improvement, and reducing the risk of workforce gaps resulting from talent turnover.

HDRE has also established DE Academy, an internal learning platform that delivers themed knowledge-sharing programs through both online and offline formats. These initiatives strengthen employees’ understanding of HDRE’s overall operational structure and the responsibilities of each business unit, enhance cross-department communication efficiency, and foster collaboration. DE Academy further serves as an internal platform for information exchange among managers and colleagues.

Training Programs

Each department assesses its training needs and arranges internal or external programs accordingly. All training records are consolidated annually to evaluate the effectiveness of the year’s development initiatives, serving as a foundation for planning next year’s training roadmap.

HDRE officially launched DE Academy with a series of cross-disciplinary programs. These curated sessions cover industry expertise, corporate governance and compliance, organizational vision, and strategic alignment. Through regular seminars, invited speakers, and structured content design, employees gain a clearer understanding of HDRE’s businesses and operational responsibilities, fostering smoother communication and stronger teamwork across departments.

All sessions are recorded and archived, gradually enriching HDRE’s knowledge-management system and ensuring that professional learning remains accessible and continuous.

Learning, Training & Career Development

Starting in 2024, HDRE’s Human Resources team has proactively engaged with each department to identify technical and professional skill requirements, laying the foundation for a more structured and systematic talent-development framework.

  • Competency Framework Development: HDRE established a clear competency architecture covering core, functional, and managerial competencies, with functional skill development as the primary focus for employee training.
  • New Employee Development Program: Orientation and onboarding training are conducted every two months, supported by a comprehensive evaluation process to ensure consistent learning outcomes.
  • Revised Job Level Structure: Job grades were realigned to support more effective human-capital management and to strengthen long-term talent-development strategies.
  • Digitalized Training Management: A structured digital training system was introduced to ensure alignment between development goals and overall organizational strategy.
